Eckhomlm, E. (Nov. 15, 1999)。Signs of landmark accord in U.S.-China trade talks。The New York Times, Foreign Desk.
"China's entry into the trading agreement was an important goal for President Clinton as well as the Chinese government, which hopes to accelerate economic modernization."
"For political and economic reasons, both countries wanted the talks to succeed. But the U.s. said it would approve China's entry into the global trade organization only if China makes sweeping commitments to cut tariffs and allow wider foreign investment in domestic industries such as telecommunications, banking and securities."
To preserve political support for an agreement at home, President Clinton also needs to keep protections for domestic textile producers, including a gradual phasing out of existing import quotas."
"The U.S. and China have engaged in intermittent talks on the trade organization for more than a decade. They came close to agreement in April, when Mr. Zhu offered major concessions in Washington.
But relations between the two countries soured temporarily after American planes bombed the Chinese Embasy in Belgrade, Yugoslavia, last May during the Kosovo conflict, and industries here that feel imperiled by open markets have lobbied for China to dig in against some American demands."
